The burst works best on some of the bigger targets like El Gigante.

You can technically use it like any normal handgun if you don't use its stock, but that would just mean you could get a Blacktail for more DPS as it shoots faster and has better damage-upgrades.
The exclusive upgrade for Matilda is also just magazine-cap x2, so other than removing clutter of pistol-ammo in your inventory the Matilda doesn't do anything special.
Prolly worth it if you can hit.
Especially if you pre ordered the game where you get the 30% handgun charm for free, on top up the standard default case.
or as long as you got a charm to craft more ammo.
Even then you do come by a lot of ammo, as I dont use those charms or case and still often have a ton. The more you get into the game the more the ammo drops. So by the time you can unlock it, youre getting a fair bit of ammo.
It's mostly a preference-thing.
Fully upgraded, every weapon in the game is perfectly viable in its own right. Some are more situational/harder to use though for sure.
