As for panting constantly... Ashley is, quite literally, basically marathon running while infected with a virus that is significantly more progressed than Leon's. I think you are underestimating just how much running, stress, and dodging is going on in the game's lore.

I can understand her panting for a while after we've actually run for a bit, but I can literally take 3 steps and she will be panting for a full 5 seconds.
I personally find it should persist maybe a few seconds after long running or whatever but it just seems like a bug at this point tbh
