Is it just me, or does the merchant sometimes lie about having new items?

I just started chapter 14 and he said he had new stuff, and there was even the orange circle on the "buy" menu....but he had nothing new. i even loaded my old save and talked to the previous merchant and it was the exact same stuff.

i've never bought resource pouches, first aid sprays, or a rocket launcher from him though. so maybe hes just saying that he WOULD have had more of these if I had bought stuff earlier? i'm trying to figure out why the lies

I sometimes see things like resources getting a bigger stack on the store so maybe going from 1 resource to buy to 2 resources to buy is a new item.

There are also often new things to trade spinles for.

I've noticed this as well but haven't really tested it. These are the two things I'm thinking though.

1. The first aid sprays like you mentioned. I'm guessing there is maybe 1 for each location / certain checkpoints in the game that get restocked. and he will say it even if you never bought the previous one.
2. I think it's possible it might be triggering when you have a weapon to be upgraded but you haven't upgraded it yet? This ones kind of iffy but I always see the tuneup option highlighted for the weapons I haven't upgraded in any fashion. Feels like sometimes when he says he has new stuff I don't even see the highlight on buy and only on tune-up.
