Btw, you don't specify your monitors native resolution, but I assume it's 1440p, since you mentioned "lower it to 1080p".

What would I have to change anything outside of the game?
Because the game doesnt have FPS cap.
It will force runs on max FPS if you dont set V-sync and limit background app in Nvidia control panel outside of the game too.
(and yes you need to turn V-sync in the game on too)
From what I said above, it just made your system throttle the performance than it actually requires. (this happens in the start menu,pause menu and while the app is running in the background)
its a trick really to get gsync to never turn off. gsync is not a software feature, its a hardware feature and needs to be configured thusly. up to you really.
there is also added input lag if gsync is disabled for any reason.
