pro tip: shoot them in the leg, 75% chance that they stagger
The laser sight nullifies that system altogether and using the stock on the red9 makes it so that you can move the reticle around after it hits its smallest point, although moving around resets it. If you're just wildly popping off shots with a non-laser sight pistol, then it's going to take some effort for you to get staggers.
To answer your question though, no, there are no mods that force staggers yet. I'm sure there will be eventually, but in the mean time, there are mods that jack up your damage, and you can use a trainer if you really can't be bothered to learn how to play the game.
I can't let you know of a mod, but I can offer some assistance. The game uses RE2 remake's system where the tighter the crosshair is the higher your chance to stun / stagger / critically headshot a target is. It's frustrating in heated combat but it's a mechanic you can't ignore on higher difficulties. I don't know which handgun you're using but if you're using the starter just know that while it has a very good exclusive upgrade, it along with the blacktail and stockless red9 have horrible speeds for the crosshair getting smaller.
Basically, pick the red9+stock or punisher, doesn't matter which and ride them out till the end. They're the best at staggering due to this system and have better performance overall even without their exclusive upgrades.
Also to clarify, I think the game is great except for this one thing, but as it's ever-present it just bothers me. I've already modded the aiming fov higher. No regrets.
If it's not random, then why do some grenados take 1 shot to stagger, and some take multiple? This is not hard to see, literally just play the game and you will see this happen on any difficulty, independent of the crosshair size. I can even send you footage of this happening.
Whatever's causing this stagger business is not something the player can engage with on a mechanical level, you're at the whims of RNG. Unless it turns out to be some ♥♥♥♥ where you have to hit specific parts of grenados head, which would be kinda cool ig, but still wouldnt really be viable.
IMO, its already hard enough to actually hit headshots in this game. In OG RE4, grenados had dodge animations but other than that stayed pretty steady most of the time. Here? Between grenados really dyamic movements and the aiming sway, you really gotta try to hit heads. I think this is actually great! up to the point where I shoot a charging pitch-forker in the head, and it does nothing, and I take damage. I hate that ♥♥♥♥.
In hardcore, sometimes, you will manage to repel them with the first shot and sometimes you need 2-3 bullets in the head. What is this logic?
This problem makes it better to stay at a certain distance but not too far to be able to high kick them to finish him with a knife or with a weapon, which is frustrating.
I don't remember if the Chainsaw mode of the demo was this problem of random reaction to a shot in the head (it does not react easily) but it seems to me that it was less random
