If guns sold retained all their upgrades, that means you can only get the base value of the gun when selling. Therefore, all money you put into upgrades is basically tied to that specific weapon forever. The way it is implemented in the game lets you experiment more by always giving you access to a large pool of money. This is how it was in RE4 (2005) and it is best.
I'm definitely looking forward to this as well. I feel like it gives me even more incentive for multiple playthroughs than the original did (which was a lot). Won't put this game down until I have every weapon maxed out!
