Second, I have a 3080ti paired with a 5800x3d and the game hasn't crashed for me once with RT on. Not once.

Sure. There is always, something wrong with new RE game.
Has you try play game? I said this because i play it. Maybe you can "LoL" now. I sent screenshot after i back home and turn on my PC
RTX 4090 have issue with ray traycing on. You check on forum Nvidia. My friend also get crash but if ray tracing off. All good and no crash or error.
I also not tag about 4090. I said about 3080 ti, 3090 or 4080.
I run it with a 3070ti and RT on and no issues. I only get the crash if I have "shadow caching" enabled. other than that smooth sailing the entire game.
theres always something wrong with any new game these days. Not everyone is getting the RT thign though, I can feel for devs a little as well, its impossible to take in account the almost unthinkable amount of pc part combos.
But when its this common, it had to have been seen in play test.
