Low GPU/CPU usage fix?

Is anyone else experiencing low GPU and CPU usage? Both hover around 50-60% and never go higher. Is there a fix to this? Id obviously like more fps. Vsync is off and max frame rate is set to 165. I average around 60-80fps with most settings on high. Resolution is 1440p

7700K
32GB ram
installed on m.2 ssd

If it was a CPU bottleneck, should't the CPU be maxed out at 100% usage?

That's not at all how CPU bottlenecks work. Most of the time games only use a certain number of cores, if one core on your cpu is pegged at 100% you will be cpu bottlenecked. Pull up taskmanager when playing and see if any of your cores are pegged

Definitely a CPU bottleneck. This game goes hard on the CPU, even at 4k with all options maxed it does not max out a 4090, resting at around 70% GPU usage. And it drops frames above 75fps like mad. However it maxes single-thread usage easily on my 5800x. Unless Capcom decides to add frame generation ya just gotta deal with it :/

EDIT: Just re-read OP's post and based on the CPU, it is 100% a bottleneck. Even with a 5800x I still get bottlenecked as well, unfortunately.

It's very simple. With uncapped framerate, any time your GPU isn't 99 percent usage you are cpu bottlenecked

Recently my game runs much better with 8700k and 3060ti..did some patch came out? I had stutters but the day i played the game i updated drivers and not restarted my pc. Maybe that was a possible cause?

9900k + 3080Ti is see low gpu usage in a lot of games but people keep telling me the 9900k couldn't bottleneck the 3080ti (1440p)

I have an i7-7740X 4.3Ghz 8MB cache and an RTX3070. There are times when my CPU is at 99% usage. The game runs fine but is that normal? I ran RE2 remake and the CPU/GPU were at about 60/40.

Everyone here is wrong, if you have HDR enabled turn it off and watch your FPS double.
