Can't shoot through shields to hit head anymore?
I used to shoot through shields to headshot guys but it looks like now the shields are made of Kevlar on the first round?

I've tried it a couple of different ways but it seems like no matter what I do the first hit just hits the shield.

If that's the case, is there an efficient way to deal with shield carriers without pissing away a bunch of ammo?

Punisher goes through the shields. First playthru I didnt upgrade (used default pistol) but I am thinking punisher might be sleeper OP

The wooden shields, you can, you need a piercing weapon (just like in the original as far as I remember).
The metal ones, nope.

then that might be the gun to go with as main firearm.

Just use Handgun / Sentinel 9. Its crit to get instant kills on scrub mobs is better. There aren't many shield enemies. The wooden ones you can use the Sniper to shoot through shield and kill with a single headshot and often you can line them up with other mobs so you get 2-4 kills with a single bullet while also dispatching one or more shield enemies. The metal shields I've not gotten to yet and cannot comment but I'm willing to bet the proxi mines will make them easier and depending on how much their shield covers perhaps you can shoot them in foot to make them kneel or something.

Yes the one hit insta headshot kill trick is gone for shield guy. You have the following option left, some are new

1) Knife - Yes it work in re4make, surprise? Keep slashing at their shield and they don't counterattack whatsoever.
2) Shogun shells - Good 'ol trick. One shell, one shield disable. Then proceed with your choice of pistol.
3) Rifle ammo - One accurate shot place into their head will force them to kneel, giving you melee prompt that disable their shield.
4) Punisher - Enemies health is not that high like in og re4 now, you can keep shooting this gun at them to pierce them until death.
5) Magnum ammo - Nerfed into ground. Magnum shot pierce through shield have massive reduced damage that it don't kill shield guy, and not even disabling the shield. Still an option but last resort.
Other
Bolt thrower - Depend on your preference and your resources availability. Attaching mines is not cheap to make either. I have not use it to judge its usefulness.
Hand grenade - You better save it for boss fight or huge crowd that has shield accompany.

How does damage work? As far as I can tell, it just seems to stagger the enemies but with the sniper (Stingray) it doesn't seem to damage them at all

Thanks - this is exactly what I was looking for.

Interesting that the knife works - wouldn't have expected that.

The strategy I ended up settling on is if you run around until they try to hit you it opens them up. Once they swing, if you have fully upgraded shotgun damage (I'm using the riot gun) you can one hit KO them with a single shotgun shell. Edit: I tested this on hardcore mode so it should work for anything.

Good to know they mega-nerfed the magnum. I guess that's not a surprise because it seems that pretty much everything about the player has been mega-nerfed into the ground.

I'm not sure what is the question to be honest, it should do the same damage it always does, to the shield and to the head behind it. I don't know how is it coded, but a bullet piercieng through several ennemies does the same damage to the first as to the last (if hit on the same spot, same foe type etc of course ) from what I have seen.

I used the piercing handgun with max damage most of the time and I basically ignored wooden shield aiming directly for the head behind it and it worked wonders, but it does take usually at least two shots in Hardcore, haven't tried the other difficulties yet.

The stingray does pierce and I have seen heads popping through shields with it. Not sure how many "layers" it can pierce in a single shot but it does work.

I don't think the magnum is actually "piercing" anything, it just hits with enough force to break the shield and "splash damage" the wielder.

I kept trying with the rifle, but their head is never where I think it is. It is a bit lower and to the right than where it is in the original.
