You mean the jacketless Leon later in the game? yes you can unlock both Leon and Ashley's jacketless costumes after your first play through. and yes cosmetics overwrite the vest.

Yes you can get it after your first play through on any difficulty as a cosmetic and the cosmetics overwrite the vest/body armor so you will not see it.

yeah the shirt skin still shows the body armor i know its a minor thing but i like how the black shirt leon looks this remake
