Its a port, mostly due to how game development treats PC in a genral manner. They focus on consoles first, then work on PC even thoughout development, I've seen it during my time at Warners.
With that being said, and contrary to a vocal minority, the past Biohazard pc ports were usually quite good and got even better with subsequent updates. The RE engine scales well across different platforms and setups, provided you have the necessary brain cellls to adjust the graphics settings.
It runs incredibly smooth on my PC and I am using a RTX 2060 super.
