It's also worth pointing out that once you have a license for a package you can't buy an extra copy in another region if they have the same AppID, so if you plan on switching your account to another region to buy an uncensored copy, you'll first have to either refund the game or remove the license for the game from your account before you do that.
Source: I changed my Steam region Japan last year, but can't buy the Japanese versions of games I already owned before changing regions, e.g. Street Fighter 30th Anniversary, Final Fantasy XIII series, etc. I also can't activate keys for overseas versions of region locked games, so you're not going to be able to solve your problem by buying an international version key and activating it. You need to change regions.
