Cannot launch game; Error 88500201

This leads me to a page where you cant even submit a ticket. I cant even launch the game to change any interior settings, ive tried firewall toggling, turning off steam overlay, running .exe in administrator, updated drivers and visual studio, ive ensured that there are no file conflicts, and ive validated and reinstalled several times with several restarts.

I'm aware Capcom/Denuvo wants us to submit tickets, but their ticket portal isn't even working. Does anyone have any tips that has helped them get past this issue?

I have the same problem and so far nothing worked, the funny thing is, I moved the game from my PC to my Steam Deck with the local network transfer and the game launches, but not on Windows, totally absurd

You have some sort of steam dll/unlocker installed from some cracking group in hopes of unlocking some DLC or something. Just remove it and game will work fine. Regards.

You might have installed some DLC unlocker or some dll which modifies steam. If you don't remember what and can't uninstall it specifically, then I suggest you completely uninstall steam using something like bulk crap uninstaller and reinstall steam. Resident evil 4 uses denuvo secure DLC protection which is a new service by them. Previously these unlockers worked but it seems it won't now with this new Denuvo service.

I have some program called Koalageddon that I installed to fix call of duty black ops 3's stutter after Treyarch rolled out an update to break the game and make people buy the new ones, anyways I uninstalled that program & the game runs fine now

I have how to solve the problem if you have koalageddon.
You are going to turn off koalageddon , I know that in your family if someone opens it , it will appear that you will not be able to play , it will keep appearing buy my infallible technique , open the game and when you are in the game , open the firewall and create a blocking condition internet for Steam , yes you will play with the net disconnected so to speak , of course you will have to do that whenever you play and your friend of your family wants too , however it is the best way to slap DENOVU in the face once for all

The solution to this situation is because there IS indeed a DLC unlocker active in your files somewhere. In my instance it was koalagedon. You have to go into your file settings and ensure that every single file edited by koalagedon is removed/changed. Its a process but its worth it for this game.

**ENSURE YOU REMOVE EVERY FILE FROM YOUR PC. OTHERWISE DENUVO WILL FLIP OUT AND YOU WONT RUN THE GAME. THIS MEANS EVEN CHECKING YOUR TEMP FOLDER. USE WINDOWS EXPLORER > SEARCH > "DLC UNLOCKER NAME TO ENSURE YOU FIND ALL FILES.**
