Your Ryzen 5950X is a 16 core / 32 thread CPU. Games typically don't come close to supporting your full CPU. In fact, I don't believe any game exists to this very day that does. Most professional workloads that aren't research applications and such wont even use your full CPU though there is increasing support for higher core counts in multimedia editing applications and stuff.
Typically, most games only really use either 1 CPU or if lucky 2-3 threads heavily. Some games may use a few more sporadically but this is less common. Obviously newer engines and a few exceptions may use even more with better threading like UE5 tries to solve the shader stutter issue by putting a pre-emptive shader compilation worker thread separate from the main rendering thread, or more advanced multi-threaded physics, AI, etc. Still, most engines aren't advanced enough to be able to separate threaad utilization in too meaningful a manner to benefit more than 2-3 cores as usually its only a few things like physics and AI that are heavier and the rest is often quite light. Even worse is many Japanese devs aren't competent enough and don't bother to improve PC support, yet, to do stuff like multi-threaded physics engines or better thread utilization and we often even see physics and input tied together with framerate which should be a huge no no now days but still regularly happens hence 60 FPS locks.
Your GPU is simply overkill for 1440p. You ought as well just crank it to 4K at this point since you're going to hit a ceiling on single thread performance with this game and your CPU at 1440p with that GPU and there isn't really much they can do to fix nor is there really a lot to even "fix" in this case (not that there can't be some optimizations like to better improve asset streaming traversal stutters, etc. though people often way exaggerate this). Thus 16% makes a lot of sense with your particular CPU in this game. You will find you usually see around 5-25% (tops) in almost any game on that CPU just like my Ryzen 3950X (same issue).
Scope issue IDK. I don't have it yet as I've not had time to play and can't see what happens until later so not sure what the context is there but that one sounds like an issue that could/needs fixed.
