The CPU performance needs to be addressed.
Hopefully Capcom will address this, but right now the game is poorly multi-threaded, turning off raytracing can help with CPU performance.

Scenes later on, like when you are making your way back to the village from the church, huge frame drops with extremely low CPU load (10-18%) which results in a bottleneck causing the GPU usage to also plummets to 50%.

The game seems to hammer only a couple of CPU cores, while barely using the others.

I have also noticed a bug where the GPU load drops when using scopes, which causes frame drops.

5950x + RTX 4090

2x16GB 3600MHz CL16

Max settings + Uncapped fps. Game is literally only using 16% of my CPU (2-3 cores), resulting in a huge performance bottleneck. This issue becomes much more apparent later on, especially if you have a higher end GPU.

The 5000 series CPUs will limit a 4090, thats just the way it is. Also a game engine will never scale to 16c/32t unless its an RTS and this is not, silly CPUs for gaming.

runnin on 9900k with 4090 on 1440p all maxed + RT on High and no VRS or FSR just nativ and on 110%
locked on 120 and its just sit there on 120
+reBar is enabled via nvidia inspector

good performance

on what resolution you are on? @ OP

12700k, ddr4 and 4090, I've also noticed cpu bottlenecks here and there but fps didn't drop that much ie. ~120.
Running everything maxed out + RT at 4k, I would say it's fine.
I bet DDR5 solves this issue but meh, not worth the upgrade right now

his fps seems to me low and it looks like 1080p to me on his screenshot

I'm getting 120fps at 5120x1440 with a 4090. The 9900k will limit you as well in lots of games. I had a 8700k@5.0 with is basically a 9900k with 2 less cores and I had usage issues in games like CP2077. I'd imagine Hogwarts would also be a mess with that setup, id start saving for a CPU/MB/RAM upgrade.

Not really.
You don't buy a 4090 to play at 1080p/300fps+. You buy it to do 1440/120 and/or 4k/60. Even aging CPU's(within reason) from a few gens back can do these numbers, as long as the game is properly optimized for multicore.

Thats the thing most games do not have good multicore scaling so IPC will always be key for now.

At 5120x1440 I was limited with the same gen CPU in lots of newer AAA games.

Wait until later on, like when you are making your way to the village from the church, just after getting Ashley. You will see some huge drops, due to the poor CPU usage. I was getting a mostly locked 120 until then.

Doesn't change the fact that the game only uses 2-3 CPU cores. Even a a RTX 3070 would be getting bottle necked in some locations with a 5000 Series CPU. I can actually hit higher frames in Cyberpunk in the most CPU heavy areas of the game (With literally hundreds of NPC's and cars), that's just how horrible the multi-threading performance is in RE4.

Wait until later on, like when you are making your way to the village from the church, just after getting Ashley, as soon as you reach the merchant. You will see some huge drops, due to the poor CPU usage, it really starts to become more a problem.
