GPU Usage randomly dropping
For some reason randomly during gameplay my GPU usage will drop from 99-100% usage to around 30-50% usage, and results in the game becoming an unplayable stuttery mess for a few seconds. Happens in combat, just walking around, and in the non-pre-rendered cutscenes. My CPU usage stays pretty consistent around 50-60%. Whenever the GPU drops I'll go from a consistent 100+ FPS to 20-30 with really inconsistent frame times, makes it not just low FPS but also results in extreme stuttering and micro-freezes.

Specs:

Razer Blade Mid-2019 Advanced
i7-9750H OC'd @ 4.0 GHz
RTX 2070 Max-Q
16Gb DDR4 @ 2667 MHz

Graphics settings seem to have no impact on this, whether I'm on Max, RTX preset, or Low preset, still is an issue.

Anyone else experiencing this or got a fix?

I have the same issue on 2070 Super. FPS drops from 60-70 to 10-15 all of a sudden and stays that way until I reload the game. Happens way too often and it's completely unplayable. Tried tweaking settings but happens even when everything is low.
One small difference in my case is that Nvidia still reports my gpu usage as 99%, however the power draw of my GPU becomes half of what it usually draws.

You sure GPU isn't thermal throttling? For Nvidia cards (at least 20 / 30 series) it usually starts happening from 82C and higher.

I have a similar issue but with a 4090 no less. It's never under any real stress, and settings don't particularly seem to matter. something causes CPU drops to happen, and only in this game. It's making the game unplayable for me even and I'm quite sad :(

If anyone knows where I'm missing something or if this is just a gross optimization mess up then I'd love to know.

RTX 2060. 0% usage. Temps spiking to 90c in menu on lowest setting.

Yeah, my temps stay between 60 - 75c depending on the load. I used to have temp issues until I repasted my laptop a few months ago, my laptop throttles around 95c.

I somehow fixed it. This is what I did:
Go to the game's directory and rename "local_config.ini" to "local_config_backup.ini"
Make a copy of "local_config_default.ini" and rename the copy to "local_config.ini"
Now start the game using steam and tweak the graphics options to your preference.

After this, I played for 3hrs without facing this issue even once. Will update if it occurs again.

Sorry to bump but did this permanently fix the issue for you? I am going through the same thing - GPU usage drops from 99% to 30-50% randomly, sometimes fixes itself or I have to minimize then maximize the game to fix it. No fan noise or high temps explain it, no CPU bottleneck as I have a 4080 RTX, 32 GB RAM, i9-13900HX and CPU usage stays below 10% at all times anyway.

Try using a higher energy mode/power plan with min/max CPU utilization set at 100% when you play the game (it's set at 5% min by default) - that keeps my 4090 at 99% all the time with ultra/max settings @120hz (even upscaled using DLAA).

Did you fix it? I have the same issue with rtx 4090
