This is noticable on higher difficulty when bosses always seem to die in that section due to that spike of damage taken vs regular harpoon toss.
You can kill him with only 7 or 8 harpoons if you hit the worms on his back side.(The moving things looking like ropes...)
Also after each cycle boss regenerates some health back.

Just to clarify one common misconception :
Your damage base value is fixed, enemies health value do not change based on on difficulty but solely on a set range of health rng except boss. The reason enemies are harder to kill is because the formula to calculate damage reduce your damage too much.
The first few times I fought him, I hit only his tail. After that, I started aiming a bit more towards his belly and it took way less hits.
From my playthroughs, I figured out that the more you hit him in the middle, the less harpoons it takes. I think I finished Chapter 3 in about 16 minutes just now and I am on my S+ run.
