Just a few math:
SG-09R (the default handgun) cost 224 000 (304 000 with exclusive) to upgrade and can to be sold for 216 800 (same money back with or with no exclusive)
Sentinel Nine (DLC handgun) cost 241 000 (321 000 with exclusive) and is sold 236 450.
The shotgun found in the house cost 272 000 (352 000 with exclusive) to upgrade and can be sold for 264 400.
The exclusive update above won't count. That one doesn't get refunded... so you will only do the exclusive update end game anyway in the gun you know you will keep.
So yes.. stop saving. Upgrade your guns is a better strategy. Upgrade the power of your gun, saves ammo, since you need to use less of it to kill enemies. Upgrading the capacity, saves inventory space, since your gun can carry more bullets in them.
So yeah, don't be afraid to invest in a weapon while you're using it and sell it off later down the line if something catches your eye.
I believe that's more to do with the base weapon cost than the upgrades, but I could be wrong.
Seems easy to test honestly though.
