I can actually confirm Magnum is the only EXCEPTION. Magnum ammo will drop no matter what, even if you have never owned a Magnum. Simply Magnum is rare. This includes random drops, not just static. I've beaten the game repeatedly (9x) and only ever carried a Magnum on my 1st playthrough. I usually see 4-12 Magnum ammo per plaything that I just sell off so you don't have to carry it like you do other weapons if you don't want to and only grab it when you actually need to actively use it.
For every other weapon type their statement is correct though. This means carryign less weapons biases ammo towards your weapon types held, granted carrying too few weapons results in excessive ptas drops instead. Example: It is recommended to carry 3 weapons at a time because 1) It has a good balance skew of ammo drops where 5-6 weapon means you are likely getting ammo for many weapons you don't care as much about. 2) Rifle + Shotgun are so good in remake you almost always want them plus your 3rd weapon which is usually pistol, or arguably SMG is better than pistol. Going with that example if you carried Rifle + Shotgun + SMG you will only get those three ammo drops and on very rare occasions you might see Magnum drops.
However, there will always be certain "static" ammo loot that is in the same place in any playthrough no matter what. A great example are the shotgun shells on the bed in the house with the 1st shotgun or the bolt ammo on the church bench.
Additional note that most don't quite know but its a neat bit of info. In addition to ammo drops based on active case carried weapons and the fact that ammo drop rates are boosted the lower your ammo is for those types of weapons (this part is known) there is another trick. Ammo only counts as "ammo cases" in your case. Loaded ammo in your gun do not count against you. For example, that SMG with 70 rounds loaded but 0 SMG ammo stacks in your case = 0 SMG ammo so you get inflated drop rates. This means guns with unusually high ammo capacities (and thus also upgrading ammo capacity as a priority AFTER damage) are a great way to further boost ammo economy and why some guns like the SMG or Matilda have better ammo economy (or why you might want to upgrade ammo capacity over too much reload speed on your bolt action rifle, etc. at least early on until you got money to obviously upgrade it all).
Handgun ammo
1) All types of rng pool have missing handgun ammo.
2) Carrying in inventory any handgun ammo category weapon add handgun ammo drop to common rng loot pool and ammo rng pool.
3) Using silver attache briefcase add handgun ammo drop to all types of rng pool, including pesetas rng pool which is supposed to only drop pesetas/velvet blue/spinel/ruby.
Shotgun shells and Rifle ammo behave the same as Handgun ammo exception to (3) because there is no briefcase dedicated to their respective drop.
Smg ammo
1) Cannot exist in common rng loot pool and pesetas loot pool.
2) Only appear in ammo rng loot pool if you carry any smg ammo type weapon.
Magnum ammo
1) Cannot exist in common rng loot pool and pesetas loot pool.
2) Has default chance% to drop from ammo rng pool even if you don't carry magnum weapon.
3) Carrying magnum weapon in inventory add extra chance% for magnum ammo to drop from ammo rng pool.
