Can someone tell me how to make mod?

I want to make a weapon rebalance mod and change up some of the basic gun play and ammo drops, etc.

I have looked around to try and find a way to do that as there are many mods out there that do this but I cannot figure out how it is supposed to work. If anyone knows I would appreciate it it you could tell me how it works.
