Speedrun S+ Rank Pause?
Hi, i wanna do a Speedrun to get the S+ rank does the timer still run when i press pause or watch cutscenes?

The time does run when cutscenes are happening (per what I've read, I haven't tested it myself). Time does not run when you're in the pause screen- this you can know for sure because you can see the time paused and not counting down when you're in the pause screen. However, this does not apply to the inventory or map screens. The clock does indeed run while you're in any screen that does not show the in game timer paused.

I'm not sure whether or not this applies to pausing the game while a cutscene is playing, as the cutscene is paused but the in game timer is not shown. Shouldn't be that hard to check, though.

Adding to this typewriters also pause the timer, so if you can wait to craft and organize at a typewrite or the end of a chapter it saves a little time

If you pause the game. It should show the timer. Getting a S+ is not as hard as you might think. Just simply avoid most fights.
And with the ridiculously high amount of loot you can get on high difficulty (hardcore/professional), inventory will be important to manage.

Buying slots for inventory can clearly save you time, while having a good amount of resource in reserve

Time does not pass when in pause menu (case menus do pass though) or in cutscene. As someone said you can verify easily if it helps. Find a spot with a cutscene and check timer. Then watch cutscene. Give it 30 seconds or whatever and then skip the rest for brevity. Check timer. It should have progressed 1-2s tops by time you repause the screen and pull up the timer. In short, you're safe in cutscenes.

What WILL get you is if you LOAD from ANYWHERE other than MAIN MENU. This is death screen or in the middle of a playthrough. They stack onto your current time. If you die or need to load a save always go to the main menu first.
