The game runs better for me than the demo did.
Because on the demo I got better more consistent performance with a cleaner image with DLSS than I did with FSR
-download a DLSS version from TechPowerUp
-Put "dinput8.dll" into the steam folder containing the game executable
-Go to "Resident Evil 4/Biohazard 4" Profile in Nvidia Profile Inspector
- Set "Antialiasing-Transparency Supersampling" to "AA_MODE_REPLAY_MODE_ALL"
- Set "texture filtering-LOD Bias (DX)" to "-0.5000" (for Quality Mode)
- Start up RE4
- Exit
- There should be a folder named "reframework" in the steam game folder now
- Open it and then open the "plugins" folder
- Put the UpscalerBasePlugin file and DLSS file into the plugins folder
- Should be able to run DLSS now and tweak settings in game via the ReFramework menu
I might have done something wrong here as it doesn't seem to work perfectly for me, but that's how i got it to run.

Disable motion blur and that will fix the scope.
