Enemies have always fallen down and gotten back up in RE.
This is the way RE has always been. It isn't Call of Duty.
You probably never used the aiming mechanic ONCE and just shot all your ammo without waiting for your aim to stabilize which would have increased your damage per bullet & likelihood of scoring a critical headshot.
For instance, Albert Wesker's Samurai Edge has a base damage of 110, however, if you wait for your aim to stabilize each shot instead does 166 per bullet. Significant difference especially when you count in that you may land multiple critical in short succession.
