Just be patient. Preload should be available around 5-6 PM UK Time.

Katastrophe, Community Manager at CAPCOM Europe: "Steam is usually a bit late with this stuff, from experience they don't tend to allow preloads until like 5-6PM UK on the day before launch, so I'd check in around 6PM tomorrow!"
