I played the OG RE 4. Salazar has 2 Verdugos as his protectors. And yes there also was another creature called U3 that one was cut because it did not work for the remake.
Still think they kept the last Verdugo out for DLC campaign.
And yes...they just said the same thing that the U-3 Verdugo is likely for the ada dlc.
There are 2 cloaked Verdugos when you first meet Salazar. You only kill one of them. The other one was completely ignored.
U3 is a totally separate enemy.
U3 is talked about in documents in the game and implies the U3 is Salazar's other Verdugo. Regardless whether or not it will be called u3 or even look like the original, it's very likely the other cloaked Verdugo next to Salazar will show up in Ada's campaign this time around.
In the game's revised canon, as explained by the in-game notes, the second Verdugo is U3. You don't fight it because they're saving it for Ada's campaign. Ada doesn't have a campaign right now because they're going to sell it to you down the line.
