I say good aim but it took me like 5 tries even though the throwing arc was on him.
Could always try this and some magnum rounds to the head or just buy the rpg. Otherwise yeah he's a lot harder in the Remake than his original. The fact that he gets free movement in the air and summons adds is stressful.

You can actually get a Golden Egg pretty frequently from Ramon's throne room (the place with the big pit the Verdugo threw you into)
You can buy the mine thrower for this boss too if you want. It does not need to be upgraded. At the start of the fight you can shoot a mine on his "body" and it will knock him down. When he gets back up, you can mine him again to knock him down one more time. A mine round is guaranteed to knock him down, but after the first two hits, It's kinda hard to hit him in the mouth again with it since he's dancing all over the room.
You can also golden egg, but I'm assuming you sold it already.
The golden egg strat is now meta, but should not be the defense for this boss battle. It gets better on repeat playthroughs, yes, I get it. However, on the first playthrough, Salazar's quick movement and damaging moves (not to mention his 1HK taken from the OG) can drive people crazy, chiefly due to Leon's slower movement. I am one of them haha.
For me when he exposes himself I shoot him with the rifle, he'd fall down and then I stabbed him. Repeated until he died.
Saddler later on is even easier definitely if you upgrade the Bolt Action Rifle all the way by then, it's an absolute mini boss / boss killing machine. lol

edit. Considering how he died, maybe there were brain plagas involved and it was covered up...
Or if you have 2 golden eggs, throw them at his weak point and you win.
Ironically, Saddler is much easier than the original if you just run up to him and knife the underside. You'll need a few healing items for the unavoidable slam damage, but I killed him quicker with the fighting knife than I did a full arsenal.
Or go underneath the walk way and throw a gold egg in his face, twice if you saved them. But make sure to "equip" it, and not use it.
