Well... I'd say since you're on PC to just mod the tokens in. There's apparently a mod on nexus for weapon tickets. Save yourself the money.

Although, my guess would be that once the tokens used, it's gone. They'll be locked to one save file. If you used two in a run, then entered NG+ you'd have 3 tokens left.

Why on earth would you buy those *****? If you don't want to grind for in-game money or do quests to get them normally, at least use a trainer to get them for free. If you buy those *****, you are the reason why those things exist in the first place.
