The little boy in the photo is Salazar and the older man is Lord Daddler before he became a bad person. Salazar never grew out of his child-like body due to the plaga parasite
Krauser said something about training Leon but I don't remember him in Resident Evil 2..so who is Krauser?
So Saddler took in Salazar and he became ♥♥♥♥♥♥ up? I thought the little boy was like poor not some nobleman. The cabin you find his backstory is like well, a cabin, not a castle.

Ramon salazar is like a Noble if you want he like the owner of the land
The events of Operation Javier were seen in Darkside Chronicles, a Wii game, but the descriptions of the event as well as the relationship between Krauser and Leon differ to the original timeline, so who knows how much that holds up.
In short, Krauser got an arm injury during the operation which he never fully recovered from, in the OG this caused him to be discharged and essentially "thrown away" by the government, which pushed him to seek Wesker to reclaim his lost strength.
In the Remake he still got the arm injury, but they added the the event of him losing his entire squad due to the government essentially leaving them to die, with him being the only survivor, and the government covering up the event, greatly disappointing him and once again, becoming obsessed with power over the events.
The main difference is that in the OG he joined with Wesker to later infiltrate Los Illuminados in his behalf, only to later steal the sample for himself, in the remake this part seems to be dropped, with him truly joining Los Illuminados on his own accord and having no ties to Wesker.
Regarding the other things, the kid in the photo is meant to be Luis.
The leader of the cult is Saddler, the guy with the robe and staff, Ramon Sazalar is one of his lieutenants, being in charge of the Castle, the other is Bitores Mendez, the Village Chief (the bearded tall man) who is in charge of the Village.
You actually play as Léon and krauser during the Javier operation (they talk about it in the remake) and jungle mission stuff saving a girl from umbrella stuf I don't clearly remember, I remember that krauser at the end was "presumed" dead.
There are no timelines in resident evil. Everything counts.
And the events of the Remakes differ quite a bit to those of the OG games, like how Nemesis mutations went, or how U-3 was changed to the Verdugos, or how Luis is killed.
Yeah, it's messy, but according to Capcom it all counts. I think of it as a story being told. You're gonna get a different version and a different feel depending on who's telling it and how its told.
RE1 didn't make sense from a "timeline" POV in 1997. Chris and Jill both explore the mansion according to canon and yet both find the other locked in a cell where they've been the entire game. It is what it is.
So how did Saddler convince Ramon to serve him if Ramon is the lord of the land?
I also remember reading in one of the notes about some house servant or whatever? Who was that?
Ramon became a fanatic and worships Saddler almost like a god, as seen in his Confession, which you can find in the throne room, where he also mentions he let Saddler lead the entire thing cause he was better fit for the role and would use Las Plagas better than anyone else.
Regarding the servant, theres quite a few, but the two more noticeable ones are the Butler who failed to stop Salazar from betraying his family and joining Los Illuminados, and that other guy that experimented on himself, created the Novistadores and later converted himself into one of Ramon's Verdugos (The humanoid insect boss)
