Not sure what you're smoking by thinking the game's graphics don't match up to titles going on 10 years old.
Never saw any low draw distance anywhere.
Never saw flat branches either.
Do you even have a graphics card running it?
I very much doubt you have at least 20/20 vision or perhaps you haven't played games such as Dead Space which truly have impressive graphics.
RE4R has mediocre graphics, nothing special. They aren't bad either but nothing like Dead Space or Returnal.
All characters look phenomenal, even basic enemies, the hair with the new hair strands (basically Hairworks with another name) looks almost perfect.
I run a VA screen which has deep blacks and great colour reproduction, Viewsonic XQ270QC.
Oh maybe you run it in sRGB mode? Explains a lot.
REC 709 is superior.
Turn everything on max and look at the footprints in the puddles.

RE4R has similar graphics as TLOU, okish but doesn't look next gen.

TLOU Pc has very nice character models. But this has better lighting and effects
Okay, lemme help you out a little on what "next gen" actually means.
The game also runs on PS4, right? But it does so at lower graphics settings and 30 FPS, dropping below that often.
The fact that it runs optimally on ONLY next gen hardware (PC too) means it IS a next gen game regardless if your standards don't apply.
And yes, it certainly does look much better than the vast majority of last gen games.
Maybe not facial ones,
But combat and weapon ones for sure.
