Maybe play the game first.
Leaving aside how innacurate the Red 9 and TMP are, I say it's actually a good change (mostly for shotguns as now we have a reticle that shows the spread of the pellets).
Punisher has good all around stats and pierces enemies allowing for headshot stuns across multiple targets at long range. Also the best handgun to run and gun with. Again, a wonderful weapon.
Blacktail has a tiny mag and low accuracy but it's also a machine pistol that hits like a truck with the smallest size in the game. It's designed to be used at close range as a situationally useful weapon. It's still good in its role if that's your playstyle even if it got nerfed from the original game where it was completely OP. It's a close-range weapon when the other handguns are for mid-long.
Red 9 needs the stock to be usable but it also hits around as hard as a point blank shotgun shell. It's still a good weapon. You need to time your shots with it and stand still to use it but it's also a fantastic weapon.
SG-09 also has the highest critical multiplier when fully upgraded. It's a headshot machine that's actually viable against mobs.
They arent clear cut winners either. Based on this stat sheet:

Though something can be said for the ability to have a decent chance of landing one shot kills with the SG and S9 so they are more valuable vs regular Ganado's than what the raw damage stats imply.
My conclusion is that the blacktail mops the floor with S09. Enemies were falling much more easily with the blacktail. Maybe the hype comes from the original's crit = instakill mechanic which is no longer the case.
Keep in mind if you do want to use a pistol while the Blacktail does not have a laser if used at close or mid range it performs extremely well. Meanwhile, the S9 and SG are incredible with their exclusives for dealing with plaga's huge health pools (though an argument could be made Blacktail > humans and if plaga spawns > use rifle/shotgun for it is arguably more efficient if you can line up multiple targets at same time) and reliable accuracy while keeping your distance if you prefer more distance.
Its not instant kill in the original game or this game but rather a large dmg multiplier. Someone tested and found it to be 3x for pistols I believe. Due to the dmg being so high it "appears" as an instant kill. This can also help with the "overkill" mechanic that prevents plaga from spawning if the fatal dmg caused was high enough to reach the overkill threshold causing no plaga to spawn. The rifle is the most reliable way to overkill, though, aside from obvious wasteful use of magnum. In the OG it also effected melee attacks giving all melee attacks crit chacne boost (knife included).
