Also it's a b-movie, like most of what Resident Evil tends to be, you have to suspend your disbelief abit to have some fun with the goofy story. It's that standard "One man army" action movie premise.
It's definitely a different game from RE2R, you can't be faulted for that, RE4R is more actiony than survival horror and it's mostly likely that for a lot of the game. Recoil is something adjusted with new weapons and upgrades you get.

i can buy a "1 week outbreak" explanation. i assumed "the government or something" blocked the news from spreading, or leon was just forgotten, his superior died and hence didn't inform him. doesn't matter. he is just a single person. i'm sure you'll find people who learned about corona with a long delay.
but the RE4 version in RE2 is: there's an outbreak for a week and the inhabitants don't notice it
They were released the same year kid. Not something you would remember since you weren't alive then.
Non of the games were realistic at their core. Non of this stuff can ever realistically happen. The moment you try to force realism into the conversation about a zombie/mutation/parasite game you have missed the train.
This is exhibit a of why people can't enjoy themselves anymore. Arbitrary ♥♥♥♥♥♥♥♥ rules of things have to be "realistic"

Yeah the version that had more content. Sold the GC version because I thought it was not needed. But that ended up being stupid since it was the graphically better one + the costumes actually showed up in cutscenes.
Okay, so you know the Nemesis, right? Since the RE1 remake it's canon that thing was made by using the parasites from the village. Umbrella at least had knowledge of the place and they're well organized enough to have just bought everyone needed to disappear the place from the map. The village is like that for a few decades. Seriously, the plot is only as silly as 2. No more no less. It all just depends on you believing people can be payed to ignore probable murder.
You could just assume they have little to no contact with government, law enforcement, or really the outside world there. Leon is also a government agent operating on foreign soil, so they wouldn't exactly sound the alarms about it for the limited time that he's there, especially as it may endanger his target.
As for the infinite zombies, if your in the big village square, you are just supposed to survive. That entire sequence is meant to illicit panic and teach you the mechanics as a trial by fire.
There are some encounters in this game I have serious gripes with, the village scene is not one of them,
RE is VERY consistent with their non use of realism.
