I'm pretty sure nvidia does the same thing but I can't say for sure.
You have to register the code AMD gives you to your AMD rewards account. You then have to download a verification tool to scan your hardware. Then you have redeem the code by linking your Steam account with AMD rewards account. Its been awhile since i've done this but it used to be a you do it all at once or not at all kind of scenario.
At best, he would have to make a new Steam account and then link his GPU to this new account and then sell the Steam account. I'm not too sure people are going to be jumping at the oppertunity to buy a steam account for the game when they could just buy a key for it.
