What Happened To Leon Kennedy Between Resident Evils 2 and 4?

Before Resident Evil 4, Leon was a newbie cop who, upon showing up to work on his first day, found everyone had been zombified. Why is he suddenly being sent on one-man combat-slash-rescue missions on foreign soil on direct orders from the President?

he had 1 big mission between the events, in 2002, 4 years before this game takes place he was in operation Javier, he and Krauser going after drug lord Javier, and a T-virus outbreak.

leon became a special agent in 1998, right after raccoon city happened, and it does not seem like it was fully his choice to join either.

leon became a special agent in 1998, right after raccoon city happened, and it does not seem like it was fully his choice to join either.

I believe that's hinted at in both the original and remake that he was pushed/forced into joining it.
