If you moved you need to notify Steam, so they change it. Is not enough with using a VPN, because that was exploited in the past.

Resident Evil 4 has 2 AppID . Remember is called BioHazard in Japan.

According to the URL you sent me my account is set to Brazil.
I changed region it's been a long while now since I'm Brazilian myself and it would make sense for me.
Yes, RE is called BioHazard in Japan but neither the RE4 demo nor my RE Village is called BioHazard, they're called Resident Evil but when I open the game I get warnings in Japanese as well as the usual Japanese censorship such as no exploding heads when critical head shots or dismemberment. When Lady D. cuts off Ethan's arm, for ex. in my version nothing happens. the blade goes through his arm but the arm is still there with a silly painted scratch. awful!
As my account is set to Brazil, I don't even get the option to buy the Z version, which would be the non censored one. it would be bad to be stuck with a censored one.

You could try to install the International version using a VPN, but Im not sure in how.
Yeah, I can't install it. I keep getting connection timeout failure.
My hope is that when the full game comes out, the version I payed for is the one I intended to buy in the first place.
Thank you for the help, man!
I'm using a VPN too, but not constantly. I guess I was not using it when I downloaded the RE4 Demo, because I got the japanese Biohazard version. Trying to reinstall it didn't change anything, but, when I deleted the demo from my account, and download it again from the store page with my VPN on, now I got the international version (with RESIDENT EVIL 4 as a title). Maybe you did like me and got the demo with your VPN off ?
Anyway, I noticed that, despite an account being registered in another country, Steam still knows you're in Japan.
As a proof : I'm sharing my library with my brother (who's still in France) and he's sharing his with me. Sometimes, I can't see some games from his library if I don't use a VPN, like Elden Ring or Sekiro.
I hope this helps you.
it seems like steam does know where you are indeed, regardless of VPN. My most recent issue is regarding The last of us. It seems like that If I buy in Japan, only Japanese audio and interface is available, which is bananas in 2023, specially when you are talking about a digital game, no need for saving space in a hard ♥♥♥♥.
I get this notice on the store page even when VPN is on.
I'll be sure to turn on my VPN when I start downloading the full game. I bought it on the Brazilian store, hopefully this also counts.
So usually, I relie on digital stores like Green Man Gaming, Humble Bundle... only serious one. And that way it works for me. Only downside is when some games does not appear on any store and I can get them only thru Steam.
Some banks offer virtual debit cards. In Brazil we have NuBank. I don't know if there's NuBank or something similar in France. I prefer buying things in Brazil because although I've been in Japan for 15 years already, I don't think I wanna be here till I die and, it only makes sense in my head to have my things tied to the place I wanna be in for the long haul.
you're actually insane if you've been in another country for 15 years and still haven't changed your account preferences, ♥♥♥♥ is not difficult to do why are you making a big deal out of such a non problem.
I haven't changed my account preferences because I don't agree with how censorship works in Japan. In their minds It's okay to have some anime clearly very young girl in super tight underwear and short skirts showing everything possible and hyper sexualizing them but when a game has dismemberment it's a big no no.
I would stand firmly for the opposite. it's no wonder why sexual assault and the stealing of female underwear in Japan is a common thing.
Those animes and videogames with hyper sexualized young girls create this fantasy in their minds that is now spreading to the west in form of the so called "wifus" and there are no censorship around that whatsoever.
So, yeah, I prefer to have my accounts set to Brazil where we rather frown upon the objectifying of women over videogame dismemberment.
Brazil is not a terrifying country and that was not my point.
I didn't say dismemberment is a daily occurrence you just step over on a sidewalk.
My point was that, in a video game that violence is the gameplay, you kill people, zomibies, aliens, you name it, dismemberment is just part of what you are doing . If you wanna censor something, start with the hyper sexualization of young girls.
In Brazil we have crimes much like in many countries around the world. in fact, if you search for the most dangerous cities around the world. according to WorldAtlas' top 10, Mexico has 7 positions, the U.S one, Brazil one and South Africa one. with St. Louis, U.S.A. ranking at 7 and Feira de Santana, Brazil, ranking at 9.
My guess would be that Rio de Janeiro is one of the most dangerous cities in the world but it seems like it sits behind Detroit and L.A.
As dangerous as Brazil is, we don't have wars, serial killers or school shootings.
Violence in Brazil is a reflect social inequality and poor management of Brazilian's resources and wealth by a government that is still struggling to free itself of the colonial mentality and politician's patrimonialism.
I believe that circumventing regions to get lower prices is the real issue. For example: the difference between what I would pay for a game here in Japan and what I pay in Brazil is basically nothing since games in Brazil are very expansive. But if I were to change my account to Argentina or any other country I've never been to or have any relation whatsoever where games are way cheaper, then I would be using it to pay less rather than a choice based on my own nationality.
I think that exploitation is the name of the game here. You try and hack the system for your own benefits, you get punished for it.
Same for Europe currency. I'm actually paying more in Euro than I would pay in Yens.
C'est un vrai casse-tête parfois, mais heureusement, cela ne s'applique qu'à certains jeux...
