Does RE4 represent the Iraq War?

I mean, the merchant works just like Iraq war.
Saddler's goverment on its side already has their masterplan, bio tech, rpg's, mercenaries, etc... (which would represent the US) while Leon has nothing besides god skills with a knife so he needs supplies to defend himself while aiming for his objective (which would be Iraq). so the merchant comes (which would represent Germany and Brittain mostly) and sells Iraq/Leon the weapons he needs.
