YES, i have deleted the update.statsBLOB file, restarted steam several times, tried running steam as an admin(which never fixes anything by the way since i am always logged in as the admin) and also chose Verify integrity of game cache and let it verify all the correct files were indeed installed at least 15 times.
This is an ongoing problem with steam and mostly all of the games i buy. They make the updates/patches so hard to find or apply when the game could easily check the game's servers upon each launch and alert you to update the game to the latest build/version to alleviate problems and improve gameplay.
Let me try and explain what people have been trying to explain in the other thread about this. Your game probably is the correct version, the description in the .exe file just has not been updated. Everybody has this, the .exe file still says 1.0.0.0(na), even if your game is in fact up to date.
The way to test this, is by checking the video.scr file. If the new FOV options are described in there, your game has been updated (which is probably the case).
Many programs and files get updated, but the described details don't. This is often due to negligence, updaters just don't stamp the new version number on all the files (maybe it's too time consuming, who knows).
