Low FPS solid 32fps (Solved)

Not sure if this is normal for this game, but I'm running a 32fps and the graphics hardly look like anything advertised. I'm just really looking for a fix to this because this game from what I've played.
I've tried lowering all the settings and nothing seems to fix it.

Specs
CPU: AMD Phenom II X6 1100T
GPU: Nvidia GeForce GTX 970
RAM: 12GB
Running on SSD
Windows 7

I had the demo and then ended up getting the full game. Still runs as bad as the demo.

Runs smoothly as silk 60+ fps on an old GTX 770 2GB.
AMD FX-8320, Win 10

There must something bugged with your game install or system (maybe drivers?)

I figured it out. It was an issue with Windows Updates not finding updates, so I didn't have an important update to run the game propperly. I figured it out though, up to 60fps! Thanks for the suggestion.
