Do you happen to have any Bluetooth audio devices connected to your PC (headphones, speakers, earbuds, etc.) We've had reports that this can happen when using certain Bluetooth devices.
But we currently have a workaround:
1. Right click the little speaker in the lower right corner of Windows
2. Select "Sounds"
3. Select the "Playback" tab
4. There should be a device that says "Hands-free" in your list, right click it and set it to "Disabled"
5. Try to boot the game again
We will be working on a permanent fix for this, but for the time being, I'm afraid you'd have to use the workaround.
