Here are a few things to try! Start at the top, and work your way down.

1) Anti-virus could be blocking your game launch or installation. Follow these trouble shooting steps to start: https://support.steampowered.com/kb_article.php?ref=4361-MVDP-3638

2) An incorrect delivery of the game files by the Steam service could be messing up "things".
a) Validate your files, by right clicking on the game title in the Library of the Steam client. Then pick: Properties > Local Files > Verify integrity of game cache.

b) Delete the appcache:
1.Completely exit Steam.
2.Navigate to your Steam installation folder (~C:\Program Files\Steam)
3.Delete the 'appcache' folder.
4.Restart your computer and attempt to launch the game through Steam

c) Right click the game in your list and "delete local content". Then, reinstall your game, preferably to a different drive or folder if available. Please ensure you have enough local space to install and run your game.

3) Your DirectX installation may be out of date. You can update your DirectX here: {LINK REMOVED}

Finally, please check out this Steam article for more things to try:

Hm, this is not good! Can you send a support ticket to our support system with your dxdiag? This way we can take a further look into your issue.

Let me know if you have any questions on how to grab your dxdiag!

For me it was a simple matter of deleting my save files, i just had to start it once removed and then restart after moving my files back. Try this for anyone still experiencing this painful bug.

In my case, it was Discord's overlay. When I turned it off, I could start the game normally. Thanks for the help anyways! Also, include discord's overlay on your answer, as it might be other people's problem too! ^-^
