You can also bring a friend who has all of the weapons unlocked so you can unlock them yourself. Go into Industrial Castle, and have the friend pick up the weapon hidden in the bush at spawn before you enter the castle. Grab their weapon and you will unlock it.
edit: forgot to mention there is also a method you can do in snow world insane mode that can get characters with unleveled strength to reach lvl 99 very quickly. first, the character needs to beat the game without leveling strength (you could also use level skipping to speed up the process), then you need to use both a controller and keyboard to have 2 characters with the other having snow world unlocked in insane mode. you can see here an example of what you do: https://youtu.be/eYeyz6wQ-NM?t=5385
if it's too difficult to get all the iceskimo's over the pillar, it's also perfectly fine to just juggle them into the pillar without getting them behind it, it's still good XP, just a lot slower.
So, unfortunately, there is no cross save compatibility between Xbox 360 to Steam. The only cross save transfer that is available is from Castle Crashers on Xbox 360 to Castle Crashers Remastered on Xbox One.
This means that you will have to start all over on the Steam version of Castle Crashers. I know it's not the news you probably wanted to hear, but we do hope this helps clear things up.
