I think it is the Red Knight, the first magic attack he has deals repetitive damage.

For starters, I'd like to throw out that character differences in the grand scheme of things are pretty small. Every character can juggle, and juggling overall is better. It's safer, gives more experience, and does more damage. The XXYY combo works for boss slaying better than most character's magic once you unlock it too, so every character is good at fighting regular enemies and bosses. Every character is a good one.

The next thing I'd like to do is say that unless you're doing speed runs, killing bosses quickly isn't what defines good magic. Lots of people think that Fencer and Industrialist are the best with that train of thought. I find that train of thought pretty silly. Aside from having a lot of HP, bosses don't hit very hard and telegraph their attacks pretty drastically. Plus, as mentioned above, every character has access to XXYY at some point, which slays bosses pretty well.
That isn't to say Industrialist and Fencer are bad; it's just to say that killing bosses quickly isn't the end-all-be-all of good magic.

So, here's my answer. I can't really say which characters are flat out best, since magic can get so situational. Instead, I'll just drop some honorable mentions.
  • Red Knight. His magic stun-locks most enemies and does decent damage to bosses. He's a strong pick if you struggle with juggling, but if you know how to juggle that'll usually trump what he's capable of. His splash magic is decent in casual PVP.
  • Fencer or Industrialist. Obviously, they're both amazing at boss slaying. Fencer is slightly better than Industrialist (his splash costs a bit less), and are pretty much the only characters I can think of whose splash magic is actually better to use on bosses than XXYY.
  • Bear or Saracen. These characters utilize 'tornado magic' instead of splash magic, which is where they surround themselves in a tornado and move around the screen. This can result in some unique juggling combos. Bear can start a tornado from the air, whereas Saracen's aerial magic is more akin to splash magic. Some people really like them in PVP.
  • Blue Knight or Iceskimo. Both of these characters can encase enemies in ice. This allows both of them to be able to spam their XXY magic attacks nonstop without any fear of retaliation, and grants them both decent crowd control. All of Blue Knight's magic freezes enemies, at the cost of being far more expensive to use. Iceskimo has a freezing splash attack, and a freezing XXY. Everything else is cheaper but won't freeze enemies.
  • King. This guy can heal his team and himself. If you struggle with being worn down in insane mode (or normal, I don't judge) until you have no potions left and die, this one can heal between waves to alleviate the problem a bit. In other words, the King rules. (Get it??)
  • Bee Keeper. His magic is particularly good for PVP, since his splash attack comes from above and can hit aerial targets. He can also use his splash magic on the dragon head, since it comes from above, but his splash magic is slow to hit and overall not so great for PVE.
  • Ninja or Flame knight. These ones are also good for PVP, as they boast especially long splash magic that comes out quickly. (Yes, Ninja's splash magic is long once it's leveled. Unless they've patched it, it hits enemies past where it's visual effects end.)
So, that's everyone whose magic somehow gives them an edge in one situation over another character. Since the differences are usually small, I just choose whichever character I think looks the best. That character is Brute. 11/10. Best character, clearly S-rank tier.
How’s grey knight?

I was gonna do a special mention for characters who dropped bombs, but since I'd already dropped such a huge wall of text... figured I shouldn't.

I've seen some people who like them for PVP. They fly around near the top of the screen and drop bombs on players who are below them. Kinda like Bee-Keeper in reverse, but I personally don't see it working out too well. No way to pick up a juggle once you activate float mode.

In terms of PVE, they run armor piercing melee magic usually, but it's not exclusive to bomb users or anything (so... highest damage XXY combo, though juggling is still better on anything that can be juggled). Their bombs have a different trajectory. I wouldn't really call it better or worse, just up to preference. It's also worth noting that their bombs can open up passages which normally require the use of bought bombs, so that's cool I guess. As far as I'm aware, all bomb users but pink knight (if you wanna call him a bomb user) run arrow rain magic, which isn't horrid for boss slaying but comes out pretty slowly and is definitely more lackluster than some other boss slaying magic.

Overall, nothing extremely unique about bomb users (aside from pink knight, maybe) that I think is worth picking over the people I listed before. As I've said though, every character is pretty darn capable via melee. I personally just pick whoever looks good myself since the difference is so small when you're talking about magic. (Brute ftw!)

Edit: I'm bad at formatting.
We all know gray open faced knight is better than gray knight tho.

Obviously. Any man who dares open his helmet on the field of battle is not afraid of death. 11/10, clearly S tier.
So is skeleton the most powerful character because he shows parts that only some other characters show?
Plus, he has met death and survived

We do not speak his name.
Actually, it’s hominoid, since he’s so powerful, he has to make the sacrifice of one hit death to further the world’s expansion.
