he increases the chance of health food and weapons to drop but it is almost useless
as for health drop, you can get a Hawkster. which is doing way more: gets you health items, brings them to you, can get multiple items from the same enemy, and gives you an extra XP. so you can see in that category Hawkster outmatches Monkeyface
as for weapon drop, Monkeyface is barely useful too because there are only about 2-3 weapons in the whole game with the bad drops that require any extra luck - all other weapon you can easily buy, find, dig or get from enemies
If you intend on playing through the game multiple times, you're eventually going to want to drop the cash on the happy thing, since you might as well with all the money sitting there after every playthrough, wasting away.
