You can also see several brute corpses in the necromancer's boss room.
I think his presence just means troubles, or a really hard battle.
The resurrected skeletons part is hard for the beginners.
Industrial Castle is basically hard for average players.
And the Necromancer is the hardest boss battle in Insane mode.
Therefore, the select few of the guild that survived are hired here and there.
It's also possible that brutes were originally going to be seen more through out the game, but were left mostly unused.
