I solved that problem by turning off vsync. I have 400 fps. :D
That being said, as Turkuaz mentioned, turn off vsync. It'll limit the game's frame rate to the highest divisor of your refresh rate. Assuming it's standard, this is 60hz . This means if you're getting above 60fps, it'll limit it to 60 - but the second you get 59 or lower, it'll limit it to 30, and then 15. My guess is you're getting anywhere between 20-50 FPS for the most part in the game, which is what I'd expect on your build going off card alone (although we don't have much information, so this may be an incorrect assumption), and vsync is snapping it back and forth between 15 and 30 fps.
