You cite that you made it up based on "how easy" a game is when you play them. Maybe you just don't know how to play them well. Which is fine: it takes a lot of time to master all the nauts of the game.
I see quite a few number of L1 players play Deadlift, so I wouldn't put him in D. This is based on the fact that if a L1 player picks it, then surely it is a very potent naut.
Derpl as D tier, I guess you haven't met very good Derpl players. There are a couple of L1 players who exclusively play Derpl.
Actually, the thing is that I can't think of one single naut that isn't played by a L1 player.
I think that in order to define a tier list, you need to properly define what are the "properties" you are looking for. One could make a tierlist based on the ability to carry in SoloQ, in which case not all nauts are equal. But when it comes to more general team compositions, I really do think that each single naut can have its place in a given high level team composition.
One could also make a tierlist based on the difficulty of playing a given naut.
As for Derpl, he received a lot of tweaking throughout the years and now I feel like there is only 1 way to play him, because of his lack of diversity now I feel like he can't surprise you.

About Derpl it's true that i see much less trap/cats oriented derpl builds than before the rework.
His hook is great for stopping escapes but you can just rubber band people to you like a leon tongue with the range/duration increase. Plus you can use gravity by dropping down or using bounce pads to drag people with you.
And then there is the "inscribed lighter" upgrade which literally multiplies his attack speed by SIX as long as you can get people to touch a wall,floor or glass platform. His damage is insane, like on Nibbs levels but it's just really inconsistent to trigger.
Not a conventional insult, but I know it was meant this way.
