Can I skip the tutorial and come back to it later?
So I've played this game a decent amount in the past, but for some reason it's running choppily so I was hoping to go do a bot game while tweaking settings/troubleshooting things.

What I'm asking is, am I able to skip the tutorial (specifically the part where I play a game matched with other people online) and finish it later?

You can't skip the tutorial. There is no part where you play a game matched with other people online btw - first part is with Lonestar, basic moves training - and then you have a bot match on Easy with Scoop. That's it

Err, immediately after the scoop one, it puts you into matchmaking as the final part of the tutorial though?

Just quit when you're matched with others online, the tutorial will still count it as done.

That's still kinda ♥♥♥♥♥♥ for the other people in the match, though I guess a bot will take over instead of me standing still for 5-10 minutes fiddling with settings.

My bad I was sure it wasn't doing that.

You need not to worry much though. Your first game will likely be against very beginners who don't know what they're doing
