I really hate this type of DRM it really is killing games and needs to be stopped as I can't even play this game now.

Edit: Finally worked after many tries. Frustrating for a while there.
As a work-around - I found that if you start steam in offline mode, then play the game - you can sign right in and not have to bother with much of the social club stuff. The game also plays significantly better in offline mode. While online, i couldn't keep a steady framerate for the life of me. It would drop out constantly. 70fps, down to 20, back up to 60fps. it was close to unplayable - at any graphics setting. playing in offline mode, steady framerate, max graphics.
you might have luck playing the game in steam's offline mode like i did. cheers.

Open a one of your web browsers, go to the Rockstar Social Club website and login to the same account that you're using in Max Payne 3 (make sure it's the exact same!) - you'll find the site by going here: http://socialclub.rockstargames.com/ (Just copy and paste the link).
Now, this might be a little different from one player to the next, but change some of your settings in your profile. You can also reset your password (I found that this worked) and adjust how much content can be viewed by other players. Once you've done a few of these, sign out. If you did reset your password then make sure to log in again using the new password (just to make sure that the new password has been set). You don't need to change anything else really, just edit the "Profile" section of your profile. Whatever you do - DON'T DELETE YOUR SOCIAL CLUB PROFILE!!! (You'll be screwed if you do!)
Once all of that is done, start up Max Payne 3 again and sign in to the Social Club (press the "HOME" key at the main menu if the option doesn't show up on your screen - also, don't Auto Sign in if at all possible, you can save your credentials but Auto Sign in can cause problems if you've changed your password - although this should option should have been reset as well if you did change your password). Now, if you were able to sign in after doing all of the above, you should have a GREEN circle next to your Rockstar Social Club profile name. If the circle is green then you're good to go and you'll be able to play online multiplayer with other people. If the circle is Yellow or Amber, then you should exit the game and try playing with your profile through the web browser again by repeating the above but also by refreshing your gameplay stats (in other words, just go to the stats page in your profile). And to be safe, check out the global leaderboards while browsing your profile (all of this can be done through that website I gave you above). Reset your password again if you were having problems.
Then exit your browser and start up Max Payne 3 once more and sign into your Social Club account once again. Hopefully, once this is all done, you should see a green circle next to your profile name. If so then you're good to go.
I can't guarantee that this will work for everyone, but this does seem to be a problem related to the Social Club and the linking of it between games that use the Social Club and the Social Club website.

I had to create an account, activate it from my email, restart the game (very important) and it was done.

Yes, my only problem was i couldn't link my account with steam (or play for that matter) without restarting the game.
