wait really? Max Payne 3 works really well on my end (here are the things you can do)
-Verify the game files (make sure you have a Rockstar Game Launcher i know it's sucks but still)
-if Verifying doesn't work, Reinstall the entire game
and that's all i got and if it doesn't work out for you then... i'm sorry

I figured it out in the meantime, Had to run the PlayMaxPayne3.exe instead of MaxPayne3.exe
