Report a translation problem
Its to bad. I like Rockstar's stuff and was looking forward to GTAV. O well, one more dev I will never buy another game from.
Maybe someday devs will realize Origin, Social club, uplay, etc are unnecessary crap that do more harm than good, but I doubt it.
To save you one hoop in dealing with them, heres a copy/paste to let you know what you will need to proceed

We deeply apologize that you are receiving an error when re-downloading Max Payne 3. Prior to the DLC patch, Social Club accounts were not actually linked to Steam accounts on the back-end. After the DLC patch, the first Social Club account used to log in would attempt to link permanently to the Steam account.
If you were using a guest Social Club account as the first account to log in after applying the August 8th patch, it is possible that this guest account has been incorrectly linked to Steam. This would prevent the Social Club account belonging to the true owner from accessing the game.
Please note that you will see "This profile already linked to a different Steam account" any time you try to log in on a Social Club account other than the one used to originally activate. Because the Steam version is permanently tied to just one user, this is as designed; however, we are looking into correcting this error message to account for cases where the Social Club account is not the owner and is not linked to any other Steam account.
If you are trying to log in to the Social Club account that originally registered the game, but you are seeing "This profile already linked to a different Steam user," please provide us with the following information:
Copy of your Steam Account Transaction History showing the purchase: https://store.steampowered.com/account/
The Social Club nickname that originally activated the game
Any other Social Club nicknames that may have logged in on your computer
The activation code used to activate typed out

Confirmation that you have turned Auto-Login OFF in Max Payne 3. If you have Auto-Login on and we unlink your account manually, the same problem will happen again the next time you sign in.

I must be lucky, I've been able to install/reinstall this game on multiple PC's without issue.
