I have no such issue on my system which is quite similar, but with an older GPU: i7-4770k, 16 GB RAM and an overclocked GTX 670. With a fully maxed* DX11 renderer I get a solid 60 fps at 1920 x 1200. (* I have FXAA on "very high" and MSAA off, everything else at the highest settings).

Are you running at a very high resolution and/or MSAA cranked to max?

Phenom II X6 1090T, 4 GB DDR3, HD6770 and Windows 8.1(yes, this one, where all your games runs like ♥♥♥♥♥♥♥♥♥♥♥♥).
HBAO, 2x anisotropic, High FXAA, MSAA off, DX11, everything else on High VSync off (bcoz of W8.1) and about 100 fps

I am running at 1920 x 1080. Fully maxed with MSAA off. I jump from around 24 fps - 30 fps. No idea what is going on haha, I should be able to run at a solid 60 fps but am unable to.

This one is important, chech the Vsync on the Graphics settings, this works in multipliers of 60 so when you hit a target below that the game would run at 30, then 20, then 15 and so on, be sure to disable it.

I am not sure why but it seems after I did a windows refresh it fixed it. For months all of my games have been getting horrible fps but I am finally getting 60 fps at max settings. Thanks everyone.

Why is turning VSync on with Windows 8.1 a problem for you?

because Win8.1 have something messed up with D3D. On most games turning VSync off on NVidia GPU solves the problem. Unfortunately for AMD users it's not always working (for me this "cheat" only works with Max Payne 3)

Highly doubt Windows 8.1 is your issue . I have no problems with forced nvidia vsync at all. There no such issue with directx libraries in windows 8.1 . Something else is messed up in your system mate .

Idk mate . Mind you I optimize the hell out of my operating system , I am literally running barebones just purely for gaming , I have disabled all unnecessary background programs/services windows 8.1 comes with . Ontop of that I have turned off all unnecessary resource hogging features windows 8.1 automatically activates such as skydrive bs , etc. It also has a ton of scheduled hidden tasks in the task scheduler that could completely ruin gaming performance , turned those off too. I've also taken care of my hardware settings in device manager , making sure there's no conflicting IRQ's etc, and in my BIOS. And updated all my drivers including chipset drivers. Also fully updated windows . Some resource hogging crap windows comes with for example is windows defender service , anti malware service , windows security centre constantly checking for updates , all that and more will kill performance . Another big thing is the indexing service , kills hard drive performance . There's a lot more that one has to disable to get proper performance , I can't list th all but it took me a very long time to fully optimize windows , including a lot of core registry fixes to make windows snappier , dealing with things like prefetch or superfetch etc . Another big thing is page file or aka virtual memory , set that up properly . Point is windows out of the box is crap for gaming .

It's probably something not set up right in your os most likely , if you just jump into your games after installing windows and not really taking the time to study how you can optimize it more to direct resources purely to games then yes you are going to have issues. It could also just be background programs running that you have installed conflicting with the game , anti viruses for example .

Yeah, you're right but I wonder why I haven't such issues on W7 or W8. When I was using W8 everything was smooth, fast, games worked like a charm, but suddenly when I installed clean 8.1 everything went bad. I don't know why. Yes, I could go back to W8 but I have few features in W8.1 that I can't abandon ;D
if you have all updates of windows (so remember to install all updates) you have also have the kb2908279 that include also a workaround, that is not enabled by default, so try this:

Important Follow the steps in this section carefully. Serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.

Click Start, type regedit.exe in the Start Search box, and then press Enter.
Click Yes if the User Account Control dialog box is displayed.
Browse to the following folder:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers

Note If the Layers key does not exist, right-click AppCompatFlags, click New, click Key, and then type Layers to create the key.
Create a new registry entry for the game. To do this, right-click Layers, click New, click String Value, type the full path of the game’s executable file in the box, and then press Enter.
Right-click the value, and then click Modify. In the Value data field, type NoDTToDITMouseBatch, and then press Enter.
Click OK to confirm the change. The registry key in Registry Editor should resemble the entry in the following screen shot.

A screen shot of the Register Editor window, highlighted the mygame.exe registry in the right pane under the Layers file

Open an elevated Command Prompt window. To do this, click Start, type cmd.exe in the Start Search box, right-click cmd.exe in the search results list, and then click Run as administrator.
Run the following command at an elevated command prompt:

Rundll32 apphelp.dll,ShimFlushCache

i suggest to use this workaround for explorer.exe file (remember to search folder of explorer.exe)

(i don't know if windows 8.1 update has fixed this problem...)

i suggest also to use a low polling rate of mouse (125mhz), because some game can stutter when you move mouse (this can't happen with a 125mhz polling rate)

remember to use latest bios of motherboard

I have Win 8.1 and there is no issues on my end. Must be some configuration issue or something.
